Wildland-urban interface (WUI) properties ask more of a pre-plan than a building sketch. That information is most useful when it is collected as one current property record rather than split between an inspection file, a map layer, and a binder that no longer reflects the parcel.

NFPA 1620 considerations for WUI properties

NFPA 1620 gives a department a repeatable structure for pre-incident planning. In a WUI zone, apply that structure to the property and the conditions around it. Construction and layout should describe more than the floor plan: note roof and siding materials, exposed decks, outbuildings, propane or fuel storage, and nearby structures that can transmit fire. The plan should help an officer read the relationship between the building and the vegetation, slope, and neighboring parcels before arrival.

The standard's access and egress, water-supply, utility-control, and special-hazard elements become especially consequential when a single road serves several homes or when the municipal system does not reach the edge of the district. A pre-plan can capture those conditions without pretending that a static document replaces the incident commander's size-up. Mark what is known, date what was verified, and make the limitations visible so the crew can pair the record with current weather, fire behavior, and department SOPs.

WUI planning also benefits from a clear distinction between a property fact and a tactical assumption. A locked gate, a 12-foot driveway, or a 10,000-gallon tank is a fact to verify. Whether an apparatus can safely use that driveway during a particular fire is an operational decision. Keeping those two layers separate makes the pre-plan more trustworthy and gives mutual-aid companies the context they need without turning the record into an inflexible playbook.

The WUI fields to capture before the next incident

A WUI pre-plan should make the high-consequence details quick to find. Use structured fields where possible, attach a current map or site sketch, and leave a dated note for anything that needs confirmation. At minimum, capture:

  • Defensible space and fuels. Record the defensible space around the primary structure, vegetation immediately adjacent to the building, heavy fuel pockets, steep drainages, exposed propane or wood storage, and any recent mitigation work. Note when the observation was made; vegetation and access can change between inspection cycles.
  • Access/egress. Map the primary and alternate approach, road width and surface, turnarounds, grade, bridge limits, locked gates, clearance hazards, and places where a parked apparatus could block evacuation. Include the best location for a crew to stage without assuming every responding unit knows the neighborhood.
  • Water supply. Identify hydrants, drafting sites, tanks, ponds, cisterns, swimming pools, and relay or tender considerations. Capture the source owner, access instructions, known capacity or flow information, and the date of the last verification. A map symbol without usable access details is not a complete water plan.
  • Structure, utilities, and exposures. Note construction, roof geometry, solar and battery systems, propane or natural-gas controls, well and electrical shutoffs, outbuildings, livestock, and neighboring structures or vegetation that could affect exposure protection.
  • People and communications. Record occupancy patterns, mobility or access considerations when appropriate to the department's policy, emergency contact information supplied for the pre-plan, and any radio or cellular limitations that could affect coordination. Keep sensitive details limited to authorized users and current through the department's normal review process.

How current digital pre-plans accelerate WUI response

WUI response is time-sensitive because the access and fire environment can change while the response is underway. A current digital pre-plan gives dispatch, the first-due officer, and incoming companies the same property record: the address, the approach, the water options, and the constraints that deserve an early radio call. The value is not a prettier map. It is removing the search through multiple files before the crew can make a decision.

The most useful workflow starts during inspection. An inspector updates a field from the property, records what was verified, adds a photo or map note when the department's policy allows it, and leaves the record with a review date. On dispatch, the responding officer can open the same record and see what is current, what is conditional, and what needs a fresh size-up. After the incident, changes to gates, roads, water sources, or structures can flow back into the next revision instead of disappearing into a separate after-action document.

For mutual aid, consistency matters. Partners should be able to recognize the address, access points, water sources, hazards, and update date in the same order every time. The record still supports local command and each department's SOPs; it simply gives everyone a common starting picture.

The payoff compounds after each inspection cycle. Staff spend less time reconciling a paper map with a spreadsheet, supervisors can see which WUI properties need review, and mutual-aid partners receive information that is easier to trust because it has an owner and a date.
